Job Summary:
To provide comprehensive procurement management services to federal organization to ensure that goods and services purchased by organization related to federal funds are obtained in a cost-effective manner and in compliance with applicable federal laws, including, but not limited to, the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards published by the Office of Management and Budget, which sets forth procurement standards that apply to direct federal funding and the Best Practice Guide for Procuring Services, Supplies and Equipment. 

Responsibilities:
  • Drafting Scopes of Work (SOWs) for Standard Procurements - customizing SOWs, development of more complex custom SOWs, cooperative contracts, templates.
  • Prepare Final Drafts.
  • Preparation of Cost Analysis and Due Diligence Documentation - conducting detailed and accurate cost analyses, conducting DBE searches and debarment checks.  
  • Compliance File Reviews - Reviewing of procurement files, confirming compliance and documenting the status accurately.  
  • Communication and Correspondence - proactive communication.
     
Education/Certifications:
  • Bachelor’s Degree in administration, finance, accounting, economics, or a related field from an accredited institution. 
  • 5-10 years of full-time verifiable experience in contract, acquisition, or procurement administration 
  • One of the following certification or other acceptable contract certifications: 
    • Certified Federal Contract Manager (CFCM) 
    • Certified Professional Contract Manager (CPCM) 
    • Defense Acquisition Workforce Improvement Act (DAWIA)  
    • Federal Acquisition Certification in Program and Project Management (FAC-P/PM) 
    • Federal Acquisition Certification in Contracting (FAC-C)
       

Qualifications:
  • Bachelor’s Degree in administration, finance, accounting, economics, or a related field from an accredited institution 
  • 5-10 years of full-time verifiable experience in contract, acquisition, or procurement administration
  • Expert in writing clear, legally compliant contracts and correspondence
  • Strong understanding of federal business finance/cost analysis to evaluate contract opportunities
  • Expert ability to assist the government in negotiating the terms and conditions effectively
  • One of the following certification or other acceptable contract certifications:
    • Certified Federal Contract Manager (CFCM)
    • Certified Professional Contract Manager (CPCM)
    • Defense Acquisition Workforce Improvement Act (DAWIA)
    • Federal Acquisition Certification in Program and Project Management (FAC-P/PM)
    • Federal Acquisition Certification in Contracting (FAC-C)
  • Must be  a US Citizen.
