Job Summary:
The objective of this contract is to provide full range of contracting, acquisition and program management support services in the performance of activities.  Contracting and Acquisition Support. Contracting and acquisition support services include but are not limited to: Program Management Office, Acquisition Workforce, Career Management, Acquisition Planning Support Office, Systems Engineering, Agreements, Risk Management Internal Controls (RMIC), Acquisition Policy, Category Management, Services Requirements Review Board, Test and Evaluation, Cost Estimating, Lifecycle Logistics, Data Analytics and Metrics, Business Process Improvement, and Executive Support Office (ESO) that involves acquisition and contract management, program management support, and other related workload requirements associated with the acquisition and administration of awarded contracts.  NOTE:   This is NOT a remote role - it is HYBRID, with work primarily to be performed in Alexandria, Virginia.


Responsibilities:
  • Assist a team of contracts specialists providing pre- and post-award acquisition and cost & price analysis support to the DHA. 
  • Directly supervises the team activities to prepare and deliver compliant pre- and post-award documentation and/or contractual documents IAW the FAR, the DFARS, DHA and agency supplements, policy guidance directives and instructions.  
  • Provide GS-1102 series subject matter expertise on all matters pertaining to the business rules that guide staffing practices/procedures and providing general rules and guidelines for business functions.
  • Exceptional knowledge/understanding of acquisition, procurement and contract administration, and Integrated Acquisition Environment and DoD acquisition policies.  
  • Demonstrates responsibility in managing large sized projects (greater than $100M) with the ability to manage complex organizations in multiple geographic locations. 
  • Ability to travel.
  • Performs day-to-day management of contract support operations involving multiple tasks and groups of personnel at multiple locations, on a single project.  
  • Demonstrates skills in the scope of work encompassed by the contract / task order; provides technical guidance to the project team in performance of the work and reviews the quality of all work products.  
  • Organizes, directs, and coordinates the planning and production of all contract support activities. Responsible for staffing, project planning, project financials, and staff direction and oversight. 
Education/Certifications:
  • Bachelor's Degree in any field
  • 10-years or more of contract experience
  • DAWIA Certificiation

Required Qualifications:
  • Bachelors Degree in any field
  • 10-years or more of contract experience
  • Prior 1102 experience
  • Exceptional knowledge or understanding in federal acquisition planning, execution, and administration activities extensive knowledge or understanding with DoD-related acquisition.
  • Exceptional knowledge or understanding in direct Federal procurement experience in the GS-1102 series or equivalent capacity of which a minimum of five years is DoD procurement or contract administration experience.
  • DAWIA Level II or III Certification. 
  • Must be a US Citizen.
Desired Qualifications:
  • Defense Health Agency experience a plus.
  • PMP Certification a plus.
