Description
This position provides for a full range of cradle-to-grave acquisition support services in the Washington DC area. Acquisition support services includes assisting program offices in drafting specifications and performance measures and provides consultation and recommendations in acquisition planning. Providing strategy support and other pre-acquisition activities that include the initiation process of the IPT and follow-on meetings, provide meeting minutes, including action items, status and necessary coordination with the appropriate stakeholders. Provide advice and recommendations for all elements in acquisition plans, including security concerns, options, strategies, risks, contracting methods, competition, sources, cost, milestone schedule, etc. Research existing Government-wide contracts for available products and services. Evaluate different approaches to and sources for acquisition support. Research available suppliers and compare the services and costs of obtaining support from the different providers. Maintaining metrics to ensure all phases of the acquisition lifecycle remain on schedule. Develop and draft IGCE assistance to include research and analysis of past purchases of similar products or services, current market value of the products or services, and/or other agency purchases of similar products and services. Issuance of RFQ/RFP/RFIs, source selection, negotiation and cost and price analysis support. Performs price and cost analyses on the various elements of contractor proposals using a variety of techniques. Assists the CO in appropriately documenting price reasonableness, establishing pre-negotiation and final negotiation objectives, and developing incentive structures. Knowledge of negotiation techniques and skill in devising negotiation strategies to deal with contractors in resolving such problems as reducing costs, adjusting delivery schedules, and negotiating in sole source environments. Administering contracts by ensuring compliance with the terms and conditions of contracts/purchase orders, including resolution of problems and recommend terminating contracts by analyzing, negotiating, and settling claims and proposals. Knowledge of post-award contracting procedures to determine the reasonableness of and to negotiate claims, to resolve disputes and to review and negotiate contract modifications.

Skill sets/Other Qualifications
Excellent communication skills (written and verbal). Proficient with computer software such as Microsoft office, in particular Word, Excel, SharePoint and Power Point. Familiar with various types of contracts (e.g. firm fixed price; labor hour; cost reimbursement).

Bachelor’s degree in a business-related field with at least 24 business related credits in the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Current acquisition certifications and/or training similar to FAC-C Level I, II or III, DAWIA Level I, II, and III or NCMA certification.

Must be a United States Citizen.

Experience:
Junior Level – 1-3 years of specialized experience
Mid-level – 4-6 years of specialized experience
Senior Level – 7+ years of specialized experience
