Job Summary:
Acquisition Professionals LLC is seeking an experienced Program Manager to serve as the primary interface with the Contracting Officer Representative (COR) and Contracting Officer (CO), and to represent AP in status meetings and ad-hoc stakeholder meetings as required. This role requires a minimum of 10+ years of progressive, project-related experience, including specialized expertise managing complete project lifecycles from inception through deployment. The Program Manager will provide guidance across multiple tasks and functional areas involving diverse system applications, evaluate program performance, control budgets and resources, and ensure compliance with established policies and procedures. Additionally, the successful candidate must demonstrate extensive experience in technical management, problem analysis, requirements definition, and advising executive leadership on system improvements and optimization strategies.

NOTE: This position is contingent upon contract award and requires on-site presence at FBI facilities within the Washington Metropolitan Area/National Capital Region, in compliance with client requirements.

Responsibilities:
  • Serve as the primary interface with the Contracting Officer (CO), Contracting Officer Representative (COR), and Government Program Manager.
  • Provide strategic direction, guidance, and oversight across multiple tasks involving diverse functional areas and multiple system applications.
  • Lead project development and management from inception through final deployment, ensuring all project milestones and deliverables are achieved.
  • Review and evaluate program requirements and deliverables to ensure compliance with quality standards, performance metrics, timelines, and budget constraints.
  • Oversee and manage funds and resources, ensuring efficient allocation and utilization to achieve program objectives.
  • Provide leadership, mentorship, and clear direction to staff to ensure compliance with management policies and operational procedures.
  • Conduct thorough technical management, including problem identification, analysis, and detailed requirements development for complex systems.
  • Provide strategic recommendations and expert advice to executives on system improvements, business process optimization, and system maintenance.
  • Plan, direct, coordinate, and control both administrative and technical project activities, ensuring successful project execution.
  • Effectively communicate technical issues, potential impacts, and mitigation strategies clearly to stakeholders and senior management.
  • Maintain detailed documentation of program progress, issues, risks, and corrective actions, facilitating transparent communication and informed decision-making.



Education/Certifications:
  • Bachelor’s degree or higher in Business Administration, Management, or related discipline.
    Project Management Professional (PMP) certification required.

Qualifications:
  • Minimum of 10+ years of progressive, project-related experience. Specialized experience in complete project development from inception to deployment.
  • Proven ability to provide strategic direction and guidance on multiple tasks across diverse functional areas involving multiple system applications.
  • Demonstrated experience managing multiple simultaneous tasks, subcontractors, and complex deliverables.
  • Documented experience advising executive leadership on system enhancements, optimization strategies, and business process improvements.
  • Proven experience in understanding program requirements, ability to review and evaluate all work performed, expertise in management and control of funds and resources, and providing direction to staff to ensure compliance with management policies and procedures.
  • Ability to effectively communicate technical issues and potential mitigations clearly to stakeholders and executive management.
  • Experience conducting requirements analysis, budget development, schedule tracking, and performance reporting.
  • Proven success interacting with senior executive stakeholders and managing expectations.
  • Ability to prioritize effectively and adapt to changing project conditions.
